Malaysia Visas & Work Permits – Complete Guide for Indian Citizens

1. Tourist Visit — Indian Citizens

Malaysia Immigration ਦੀ ਮੌਜੂਦਾ ਜਾਣਕਾਰੀ ਅਨੁਸਾਰ Indian citizens ਨੂੰ social/tourist visit ਲਈ 31 December 2026 ਤੱਕ visa exemption ਹੈ। ਇਹ policy ਅੱਗੇ ਬਦਲ ਜਾਂ ਵਧ ਸਕਦੀ ਹੈ, ਇਸ ਲਈ ਹਰ ਯਾਤਰਾ ਤੋਂ ਪਹਿਲਾਂ ਦੁਬਾਰਾ check ਕਰੋ।

ਆਮ ਤੌਰ ’ਤੇ ਯਾਤਰੀ ਕੋਲ ਇਹ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ:

• Valid passport
• Confirmed return/onward ticket
• Hotel booking ਜਾਂ Malaysia ਵਿੱਚ ਰਹਿਣ ਦਾ address
• ਯਾਤਰਾ ਲਈ ਲੋੜੀਂਦੇ funds ਦਾ ਸਬੂਤ
• ਯਾਤਰਾ ਦਾ ਸਪਸ਼ਟ ਅਤੇ ਸੱਚਾ purpose
• Immigration ਵੱਲੋਂ ਮੰਗੇ ਜਾਣ ’ਤੇ supporting documents

MDAC — Malaysia Digital Arrival Card

ਸਾਰੇ applicable foreign visitors ਨੂੰ arrival ਤੋਂ ਪਹਿਲਾਂ MDAC ਭਰਨੀ ਪੈਂਦੀ ਹੈ। Official MyVISA portal ਮੁਤਾਬਕ ਇਹ Malaysia ਪਹੁੰਚਣ ਤੋਂ ਤਿੰਨ ਦਿਨਾਂ ਦੇ ਅੰਦਰਲੇ ਸਮੇਂ ਵਿੱਚ submit ਕੀਤੀ ਜਾਂਦੀ ਹੈ। MDAC visa ਜਾਂ Work Permit ਨਹੀਂ ਹੈ — ਇਹ ਕੇਵਲ arrival declaration ਹੈ।

2. General Worker Work Permit — Visitor’s Pass (Temporary Employment) PL(KS)

General, semi-skilled ਅਤੇ manual workers ਲਈ ਮੁੱਖ category Visitor’s Pass (Temporary Employment) — PL(KS) ਹੈ, ਜਿਸਨੂੰ ਆਮ ਬੋਲਚਾਲ ਵਿੱਚ Malaysia Work Permit ਕਿਹਾ ਜਾਂਦਾ ਹੈ। Approved sectors: Manufacturing, Plantation, Agriculture, Construction, Services.

Nationality eligibility ਹਰ sector ਅਤੇ ਮੌਜੂਦਾ government policy ਮੁਤਾਬਕ ਵੱਖ ਹੋ ਸਕਦੀ ਹੈ। India approved source country ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਹਰ job ਜਾਂ sector Indian worker ਲਈ ਆਪਣੇ ਆਪ available ਨਹੀਂ ਹੋ ਜਾਂਦਾ।

ਕੌਣ Apply ਕਰਦਾ ਹੈ?

Candidate ਆਪਣੇ ਆਪ Work Permit apply ਨਹੀਂ ਕਰਦਾ। Malaysia ਦਾ eligible employer:

• Foreign-worker quota approval ਪ੍ਰਾਪਤ ਕਰਦਾ ਹੈ।
• Applicable levy ਅਤੇ ਸਰਕਾਰੀ charges ਪੂਰੇ ਕਰਦਾ ਹੈ।
• Candidate ਲਈ Visa With Reference — VDR/eVDR apply ਕਰਦਾ ਹੈ।
• Visitor’s Pass (Temporary Employment) ਦੀ approval ਲੈਂਦਾ ਹੈ।
• Worker ਨੂੰ Malaysia ਲਿਆਉਣ ਅਤੇ medical/endorsement formalities ਪੂਰੀਆਂ ਕਰਦਾ ਹੈ।

Application process ਦੌਰਾਨ worker ਨੂੰ Malaysia ਤੋਂ ਬਾਹਰ ਰਹਿਣਾ ਚਾਹੀਦਾ ਹੈ। VDR ਅਤੇ PL(KS) approval ਤੋਂ ਬਾਅਦ ਹੀ entry ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ।

ਆਮ Process

Genuine employer/job offer → employer quota approval → levy/security requirements → VDR/eVDR approval → entry visa where required → travel to Malaysia → FOMEMA medical → PL(KS) endorsement. Malaysia ਵਿੱਚ entry ਤੋਂ ਬਾਅਦ immigration formalities ਆਮ ਤੌਰ ’ਤੇ ਇੱਕ ਮਹੀਨੇ ਦੇ ਅੰਦਰ ਪੂਰੀਆਂ ਕਰਵਾਉਣੀਆਂ ਹੁੰਦੀਆਂ ਹਨ।

ਮਹੱਤਵਪੂਰਨ ਪਾਬੰਦੀਆਂ

• Worker ਕੇਵਲ approved employer ਅਤੇ job/sector ਲਈ ਕੰਮ ਕਰ ਸਕਦਾ ਹੈ।
• Employer ਬਦਲਣ ਲਈ prior government approval ਦੀ ਲੋੜ ਹੋ ਸਕਦੀ ਹੈ।
• Permit expiry ਤੋਂ ਪਹਿਲਾਂ renewal employer ਕਰਦਾ ਹੈ।
• Medical test ਵਿੱਚ unfit ਹੋਣ ’ਤੇ permit ਜਾਰੀ ਜਾਂ renew ਨਾ ਹੋਣ ਦਾ ਖ਼ਤਰਾ ਹੈ।
• Sabah ਅਤੇ Sarawak ਦੇ immigration/employment rules Peninsular Malaysia ਤੋਂ ਵੱਖ ਹੋ ਸਕਦੇ ਹਨ।

3. Employment Pass — Skilled Professionals

Employment Pass managers, executives, qualified professionals ਅਤੇ skilled expatriates ਲਈ ਹੈ। Application Malaysia ਦੀ ESD-registered company ਕਰਦੀ ਹੈ। 1 June 2026 ਤੋਂ minimum basic salary thresholds:

Salary calculation ਵਿੱਚ basic salary ਮੁੱਖ ਹੈ; allowances ਨੂੰ basic salary ਦੀ ਥਾਂ ਨਹੀਂ ਗਿਣਿਆ ਜਾਂਦਾ। Approval job, qualifications, company eligibility ਅਤੇ regulatory requirements ’ਤੇ ਨਿਰਭਰ ਕਰਦੀ ਹੈ। Employment Pass holder ਕੇਵਲ pass ’ਤੇ ਦਰਜ company ਲਈ ਕੰਮ ਕਰ ਸਕਦਾ ਹੈ; company ਬਦਲਣ ’ਤੇ ਨਵੀਂ application ਦੀ ਲੋੜ ਹੁੰਦੀ ਹੈ।

4. Professional Visit Pass — PVP

• Regular local employment ਲਈ ਨਹੀਂ — temporary professional assignment ਜਾਂ practical training ਲਈ।
• Applicant ਕੋਲ suitable professional skills/qualifications ਹੋਣੀਆਂ ਚਾਹੀਦੀਆਂ ਹਨ।
• ਉਹ ਆਮ ਤੌਰ ’ਤੇ overseas company ਦੀ ਤਰਫੋਂ Malaysian company ਨੂੰ services ਦਿੰਦਾ ਹੈ।
• Maximum duration ਪ੍ਰਤੀ issuance 12 ਮਹੀਨੇ ਹੈ।
• Application Malaysian sponsor/company ਆਪਣੇ ESD account ਰਾਹੀਂ ਕਰਦੀ ਹੈ।
• PVP holder ਕੇਵਲ pass ’ਤੇ ਦਰਜ company ਲਈ ਕੰਮ ਕਰ ਸਕਦਾ ਹੈ ਅਤੇ Dependant Pass ਲਈ eligible ਨਹੀਂ ਹੁੰਦਾ।

5. Student Pass

Malaysia ਦੀ approved educational institution ਵਿੱਚ admission ਮਿਲਣ ਤੋਂ ਬਾਅਦ Student Pass ਲਿਆ ਜਾਂਦਾ ਹੈ। ਆਮ process: Admission offer → institution/EMGS application → eVAL approval → applicable visa → Malaysia entry → Student Pass endorsement.

Higher-education students ਨੂੰ approval ਨਾਲ ਸੀਮਤ part-time work ਦੀ ਇਜਾਜ਼ਤ ਹੋ ਸਕਦੀ ਹੈ: maximum 20 hours per week, ਕੇਵਲ approved locations/categories ਵਿੱਚ, ਅਤੇ Immigration ਤੇ institution ਦੀ permission ਲਾਜ਼ਮੀ। Student Pass ਨੂੰ full-time Work Permit ਨਾ ਸਮਝੋ। Master’s ਜਾਂ PhD level ਦੇ eligible Student Pass holders ਕੁਝ conditions ਅਧੀਨ dependants ਲਿਆ ਸਕਦੇ ਹਨ।

6. Dependant Pass

Eligible Employment Pass holder ਆਪਣੇ ਕੁਝ family members ਲਈ Dependant Pass apply ਕਰ ਸਕਦਾ ਹੈ — spouse, 18 ਸਾਲ ਤੋਂ ਘੱਟ ਉਮਰ ਦੇ ਬੱਚੇ, ਅਤੇ eligible legally adopted children। Dependant Pass ਨਾਲ ਆਪਣੇ ਆਪ ਕੰਮ ਕਰਨ ਦੀ permission ਨਹੀਂ ਮਿਲਦੀ; ਕੰਮ ਲਈ applicable authorization ਲੈਣੀ ਪਵੇਗੀ।

7. Long-Term Social Visit Pass — LTSVP

ਇਹ temporary long-term residence ਲਈ ਹੁੰਦਾ ਹੈ ਅਤੇ ਆਮ ਤੌਰ ’ਤੇ minimum ਛੇ ਮਹੀਨਿਆਂ ਲਈ ਜਾਰੀ ਹੋ ਸਕਦਾ ਹੈ। ਮੁੱਖ examples: Malaysian citizen ਦਾ foreign spouse, eligible Employment Pass holder ਦੇ certain family members, ਅਤੇ ਹੋਰ approved family/social categories। Malaysian citizen ਦੇ eligible foreign spouse ਨੂੰ appropriate work endorsement ਨਾਲ ਕੰਮ ਕਰਨ ਦੀ ਇਜਾਜ਼ਤ ਮਿਲ ਸਕਦੀ ਹੈ।

8. Business Visit

Short-term meetings, negotiations, conferences ਅਤੇ business discussions ਲਈ social/business visit category ਵਰਤੀ ਜਾ ਸਕਦੀ ਹੈ। ਇਸ ’ਤੇ Malaysian employer ਲਈ regular paid work ਨਹੀਂ ਕਰ ਸਕਦੇ, manual job ਜਾਂ normal employee duty ਨਹੀਂ ਕਰ ਸਕਦੇ, ਅਤੇ business meeting invitation ਨੂੰ Work Permit ਨਹੀਂ ਮੰਨਿਆ ਜਾ ਸਕਦਾ।

9. Malaysia My Second Home — MM2H

MM2H ਇੱਕ long-term residence programme ਹੈ; ਇਹ ਆਮ employment visa ਨਹੀਂ ਹੈ। ਇਸ ਵਿੱਚ financial, fixed-deposit, residence ਅਤੇ ਹੋਰ programme-specific requirements ਹੋ ਸਕਦੀਆਂ ਹਨ। MM2H approval ਮਿਲਣ ਦਾ ਮਤਲਬ unrestricted employment rights ਨਹੀਂ ਹੁੰਦਾ।

10. Permanent Residence — Entry Permit

Malaysia ਦਾ Entry Permit foreign national ਨੂੰ indefinite residence ਦੀ facility ਦੇ ਸਕਦਾ ਹੈ। ਇਹ limited categories ਲਈ ਉੱਚ-ਪੱਧਰੀ privilege ਹੈ, ਆਮ Work Permit ਤੋਂ automatic PR route ਨਹੀਂ ਹੈ।

• “Tourist visa ’ਤੇ ਜਾਓ, ਉੱਥੇ Work Permit ਬਣ ਜਾਵੇਗਾ”
• “Direct Work Permit without employer”
• “100% visa guarantee”
• “Interview ਜਾਂ contract ਦੀ ਲੋੜ ਨਹੀਂ”
• “Personal account/QR code ਵਿੱਚ ਤੁਰੰਤ payment ਕਰੋ”
• Employer ਦਾ ਨਾਮ ਦੱਸਣ ਤੋਂ ਇਨਕਾਰ
• VDR/approval verify ਕਰਨ ਦੀ ਆਗਿਆ ਨਾ ਦੇਣਾ

ਕੋਈ ਵੀ agent visa, entry ਜਾਂ Work Permit approval ਦੀ guarantee ਨਹੀਂ ਦੇ ਸਕਦਾ। Approval employer eligibility ਅਤੇ Malaysian authorities ਦੇ ਫ਼ੈਸਲੇ ’ਤੇ ਨਿਰਭਰ ਕਰਦੀ ਹੈ।
